Rust library package

The Rust library installs as version 4.0.0, with SONAME libdrizzle.so.4, headers under libdrizzle-4.0, and pkg-config module libdrizzle-4.0. The generated C header and C++ wrapper are installed together. The server’s configure probe requires this package.

The library and WiredTiger images use their normal testing-slim tags. Zuul builds speculative images from the proposed changes and orders the library producer before WiredTiger, then builds the server from that layered input. Installed C/C++ conformance, both live backend jobs, and the full DTR suite test the proposed artifacts before promotion.

Library changes build libdrizzle from Zuul’s Git checkout, then rebuild WiredTiger and the server in the same buildset. Ordinary server changes consume the published library image. Cross-project changes select their prerequisite revisions with Depends-On and consume the speculative library image supplied by its producer job.
